Probably more a failure to communicate anything intelligent and of benefit for most citizens.

There's the huge bag of 'promises made, promises broken' as well of course.

"What is the plan?"

Needs to be asked on this topic and many others, like supporting Israel, being nasty to Venezuela, etc.
