12. Not enough time for that much bullet proof glass. We need transparent aluminum, and quickly!

In Star Trek IV the ship had to travel back in time to get a whale and they needed to make a special tank to hold it. A similar situation exists now. In order to get enough bullet proof glass or transparent aluminum an official US UFO will have to do the time warp so that the stable genius will be well protected. They've got it all figured out.

They needed the large plexiglass panels to make the tank for the whales on the ship. They didn't have any money. But they have knowledge of advanced materials like transparent aluminum, which would be worth a great deal of money to that man and his company. So in exchange for the plexiglass for the whale tank, they provide him with the formula for transparent aluminum.
