FYI, the 14th amendment precisely provides citizenship through the constitution. It undid generations of African Americans being wrongly denied citizenship despite actually being born here. The 14th amendment changed that for both African Americans and anyone else who is actually born here. The only way to override the constitution is through a constitutional amendment and NOT a new Congressional law.
