When handling a weapon, any weapon or tool, one must have been taught adequate respect for it.
Yes, I'd probably say legally, it should not be banned, but it is not something that one goes to immediately.

I handled a gun when I was a child, and was taught a healthy respect for it first.
The type where they just allow someone to shoot, without working their way towards it, is DUMB.
See, this can happen to people much older than 9. It just so happens that was the child's age. It could happen to a 13 year old, 18, 25, whatever. Yes, I have huge reservations on allowing a child use something like an Uzi. If someone can't handle the recoil, can't assume a proper stance, they have no business using such a thing. They are liable to hurt themselves and those around them.
I still think, registration, insurance, training is all key and should be required. It shows maturity, and the way things are right now, is criminally negligent.
It is like handing a kid bladed nunchucks and expecting them to use it without hurting themselves.
Dumb as heck. You allow them to use the padded ones first.
See, I have nothing against martial artists buying weapons and using them for practice. It is those "collectors" that buy, without a healthy respect for the tools that wave and show them off like morons that I have a problem with.

I don't think that they should make an outright ban on that, but to be allowed, they have to go through a heck of a lot of training and tests, to show that they can handle it.
