is what the Constitution calls for. He is asking for Congress to take a stand just like FDR did after Pearl Harbor. It is the Congresses job. He is using bushies old permission slip while this Congress sets back on their heels and watches.

As to what I want them to authorize. I want specific actions and time limits not unlimited power. He can always come back to them for more if it is justified.

Unlimited power to wage war? Never.
