PayPal has not changed their procedure -- you can still check out as a guest. They ask for an email address to send a receipt to, but if you don't want a receipt you can enter any old address. Doing this does not create a PayPal account.

In addition, Peter Thiel left Paypal 24 years ago, in 2002, when PayPal was sold to eBay. PayPal separated from eBay in 2015 and is now a publicly owned company.

Making a payment to DU absolutely does not give Peter Thiel access to your data. That is simply not true.
