That is exactly what the purpose of the Democratic House Campaign Committee is. They look at potential candidates in every House district and see who is the most viable. They push money to the ones they think can win. If they want candidate A to win the Democratic primary and she has a million dollars as a result and candidate B has $50,000 guess who is going to win?
In many districts the DHCC stays out because they think no Democrat can win. In those districts the voters pick whatever candidate is going to be the "sacrificial lamb" as you put it.
