4. "Regular Order" involves a "cloture" vote (filibuster) requiring at least "60" to agree FIRST to even allow debate

If they can't get 60 then it would be dead anyway.

Doing the "unanimous consent" is an expedited procedure that believe it or not, is used extensively by the Senate to pass most simple types of legislation and/or resolutions, so it's often a normal first step to take.

At this point, the next step now would be to go with "regular order", which will require scheduling a cloture vote.
