12. A reverse GI Bill of sorts.

I'd heard the idea floated in the mid-nineties by a coworker just riffing, and it's stuck with me since. Reduced financial college burdens for teaching staff and medical staff in return for working the places for X years which are at-need. Seems a very win-win to me.
