This sounds like an advisory board - of which there are many - with no authority and no Congressional funding or oversight. In other words, it might just be a way to reward supporters and seem to give them a voice, without really giving them any power.

Or it could be the oligarchs setting up their collaborative from which they will direct their minion in the Oval Office to cut, Cut! CUT!!!

I can hope for the former and fear the latter.

It will be interesting (for lack of a better word) to see how Congress will take this apparent usurpation of their power and portfolio of funding and oversight of the executive branch functions.
