The commission which investigated the Iran-contra scandal, which Bush Sr. claimed he was "out of the loop" on, even though he had been Gerald Ford's CIA director. The Tower Commission's conclusion was very damning for the Reagan/Bush administration, which is why Bush pardoned the known major players in the Christmas Eve Coup of 1992. Tower died in a plane crash in 1991.
