28. Well I'd say as soon as possible would have been before the go around..

.....when they were lined up on the 1st approach.

If they did have a double flame out or even surging/issues with both engines straight in would have been better, the go around makes no sense if both engines were acting up.

And once you are lined up and going to make the runway, one should be flying and the other extending gear etc.
Hard to say they had to extend the glide to make the runway when they overflew 1/2 of it before trying to touch down, then caught in ground effects with no spoilers or gear to help.

I think some pilot error is going to surface here, I am guessing bad CRM, 3 minutes or not.
Lets hope not.
