Some of the cartoons posted daily get blocked because the source doesn't comply with the EU dictates for privacy. Some videos also along with newpapers. I did a quick look and I can get VPN for under $5 per month. Some have multiple devices you can put on your VPN for no extra charge.

So not out of reach of a teenager.
