Personally, I think it's more likely somebody trying to cash in on being a reservist or close to a reservist than a militia member.

And if it is militia, odds are they're going to be as competent as some others we've seen. Great, grandiose plans and crap implementation that causes more hysteria than reasons for hysteria.

From the 1/1/25 attack, the bombs are an example of that. The only thing that took any real sophistication apart from using the right kind of glasses to record areas of interest for somebody to maybe analyze was the construction of the bombs and their remotes. Except the idjit involved used an explosive that required an honest to goodness detonator--hard to get--and couldn't be set off by something that just provided a burst of heat, an "electrical match" like what air bags use. So the bombs intended to cause secondary damage--or maybe intended to help him get away or make people rush towards where he was going to plow into them so it would increase the body count--couldn't detonate because of his sophisticated incompetence.
