11. The building does not have open hours with general access for the public

There are scheduled hearings or events for which they open, but “they are citizens” doesn’t get you into federal office buildings… despite what some “first amendment auditors” often claim.

What's behind the question?

Similar posts on this and other threads seemed to believe that they have the power to require entry or even to arrest someone blocking their access - which simply isn’t the case.
