2. It's a symptom at how bad the teaching of Civics has been

It seems that more time has been spent on "battle of this" and "battle of that" during American wars in American history classes and apparently little on how the federal government works (as I expect not many have separate "Civics" classes). It's to the point where even most of the current members of Congress are clueless as to their role (aside from the obvious partisan reasons for their election).
