By removing the staff and closing the doors, he's saying they don't need an entire department to satisfy Congress. And since Congress never specified how the President was to run the department, Chump can do whatever he wants... he doesn't need an act of Congress to do what he has done... he just pulled the plug and closed the door and made sure it slowly suffocates to death. It's the soft kill... and Congress won't do a thing to stop it...

The courts can but won't because it's a states issue... only if there were Articles of Impeachment could the courts act... even if there weren't any chance of them getting voted on... if Articles of Impeachment were introduced over dereliction of duty, then there's a legal challenge but that's not what is happening and so they are going to watch the Dept of Ed just slowly suffocate under its own weight.
