NEWSFLASH - There have ALWAYS been "partnerships" between agencies for specific programs and/or initiatives and/or investigations. These are often done via "MOUs" (Memorandums of Understanding).
E.g., when there is a gun-trafficking investigation, you may have a team that consists of ATF, the FBI, state LEOs & investigators, and municipal LEOs & investigators. This allows them to pool resources and expertise.
What 45 is doing is NOT THAT. They are literally cannibalizing agencies to focus on a SINGLE (illegal) EFFORT, literally removing resources from their own high-priority workloads, all for some farcical whim and photo-ops, and all designed to terrorize a populace.
