... that old saying is from when the Czar exiled unwanted noblemen, to far away from Moscow and Saint Petersburg. Later on both Soviet and the new Russia has political prisons all over Russia, not just in Siberia. Even Aleksandr Solzhenitsyn was exiled mostly in a prison just outside Moscow, and then some years in that Gulag camp in Kazakhstan.
