Even if a person is not a citizen but they're married to a citizen -- that's good enough, right? The Executive Branch is so out of control that they are acting like executive, legislative, and judicial, all in one. It's pretty scary, and that's what they want. They want us all scared of what they might do to us. Scared people are much easier to rule.
