$1,000. doesn't come close to covering the out of pocket expenses for those women who have insurance, even if it's a non-eventful, normal pregnancy.
Without health care, a situation that many more women will soon find themselves in if that "big ugly bill" gets passed, it's closer to $20,000.
From birth to age 18 it's a whole lot more expensive.

So, the $1,000. is insignificant. It's a sucker deal.

Does tax deferred mean what I think it means? That like IRAs you have to pay tax when the money is withdrawn?
