what Republicans in Texas have said ever since they heard Reagan say it is "The government isn't the solution, the government is the problem."

You can understand their point. Many of them have ancestors who came to Texas specifically so that they could revolt against México, where slavery was illegal and turn Texas into a slave state. Not only that, but after they lost the war the US government finally got word to the slaves, after two years, that they were free.
This sort of big government meddling just doesn't sit well with many freedom loving Texans.
