12. K&R litigation against ICE employees will cost large sums

Our party in Congress should propose a “billionaire tax” to create a pool of funds to pay the damages that will inevitably fall upon the US taxpayer from illegal ICE conduct. Also the budget will have financial damages from the illegal acts of Dodge.
