... are stunted at an early age. Some of it's nature, some of its nurture, but they never seem to outgrow their pathological need to exhibit dominance through violence. Until they're on the receiving end, then they soil themselves and whine about how unfairly they've been treated.
There is some grim satisfaction in seeing one grovel when it knows it's outmatched.
