Look at how Trump fears the most productive states leaving the below average states behind.

All the blue states should be making such deals with the UK, Canada, Mexico and anybody else, just to RW heads explode. Is it illegal or unconstitutional? Maybe. Make Trump sue the states and show Trump we can tie this up in court longer than he lives, or at least until 2029.
