The 38 possible non-citizens would be a possible 0.0027%, less than 3 per thousand. The SAVE Act is a "solution" to a non-existent problem, and Dems need to make that case using the facts before millions get disenfranchised in a blatant attempt to get an advantage that their terrible policies won't deliver.
