freeing up money to help Putin with the Russian efforts in Georgia. Georgia is such a mess and is what Putin has always wanted in his efforts to "reunify" the old Soviet Union. Despite making efforts about joining the EU the country has been heavily backsliding towards Russia and playing both sides.
