When my father owned a station back in the 70's that was illegal in the state we were in. The state inspected pumps monthly, measured your tanks in the ground and you had to give them copies of any invoices for fuel you paid for. You weren't allowed to move the price of your fuel up more than 2% from that inspection. In other words, you couldn't pay one price for fuel then jack your sale price 25% in an hour on fuel already purchased. Whatever price you had set at inspection was what you were expected to sell at until you filled your tanks again. You could lower as much as you want but raising was considered price gouging.
