7. I think it is common for States to defer to the federal government in prosecuting case where both have jurisdiction

If the fed comes in they prosecute first and often the states don't go through the motions after they have been convicted. I think going forward Trump has made it imperative that the states also follow through on their prosecutions or risk having a criminal grifter as president pardoning these criminals. If the states had also prosecuted, they would still face their state sentences.
