It was a deal with the devil. In exchange for a slight increase in medical services for medically retired service members, they would cut disability pay and increase costs to veterans for VA home loans.

It was a foot in the door to reduce retirement and disability pay for the military. Which, everyone knows, is what pedo Trump really wants.
