The GOP rightwingers have long considered subsidized childcare to be "socialist" as far back as at least Nixon. They will never back anything to help working parents, especially women.
As far as they are concerned, childcare is a woman's responsibility and needs to be done in the home by that woman, who has no business being in the workforce to begin with.
