Like the East Wing. He knew it wouldn't get a approved or would take years to get approved, so he summarily tore it down and said "well, it looks like we need money to fix this now..."

That combined with a child who starts a project and abandons in the middle and wants to start a new project because "that room is too messy." How are they supposed to accomplish anything in the middle of that mess?

Lots of predator-types understand it's easier to request forgiveness than permission when you want to do something.
