13. In that case, the multilevel cage is my choice

Also...put a hammock in the cage. Seriously. I was at a shelter that had a cage like that one, with a hammock in it. It looked like there were maybe four sleeping kittens in the hammock. "Wait for it." Then the kitties started to wake up...there were at least a dozen kittens in the hammock when they woke up.
