Upstream users, including Las Vegas, will contribute to desalination plants for existing downstream users -- all the way from Los Angeles, to Phoenix, to Mexico.

This desalinated water will be too expensive for anything but indoor use but a certain amount of less expensive water will be available as recycled sewage and during increasingly rare wet years.

It would be insane to use natural gas to power the desalinization plants and to pump the desalinated water a thousand feet uphill since fossil fuels are the root cause of the problem.
