1. Think very small, and basic. A bed, a toilet, a sink and a shower. Build a simple prototype.

Something pre-fabricated so volunteers can be readily trained to put them up. No more than a dozen units in a location. Have a food truck show up a couple of times a day to pass out free food. A constabulary of some sort to keep out drugs and pimps and keep the peace. Counseling for those who want it, including basic job training and advice on things like Medicaid and social services. A central unit with a TV and library.


Not a prison. Not an institution. Not a resort. A chance for the desperate.
