Which means that there will be no reviews. All they have to do is start cutting funding for schools more than they already are. This 'provision' is a smokescreen to make people think they can get a say in their fascist government. (Because we all know that any reviews will only go with what their overlord wants.) In the immortal words of Gomer Pyle: SURPRISE SURPRISE SURPRISE!
