Amendments on Ballot [View all]

There were two proposed amendments on the ballot, I'm wondering what everyone thinks of them. Actually one was to expand charter schools, so it's fairly self explanatory (siphon more money from public education).

The second one "Shall the Constitution of Georgia be amended so as to provide for a reduction in the state's operating costs by allowing the General Assembly to authorize certain state agencies to enter into multiyear rental agreements?" sounded kind of shady to me. The language indicating that it's automatically going to save money for the state makes my bullshit alarm go into overdrive.

Does anyone else have an explanation for what they're trying to do with this?
