Indianapolis' east side has a high infant mortality rate. Gov. Holcomb plans to change that.

Cross the street north of Community Hospital East and you’re in a part of Indianapolis with one the state’s highest infant mortality rates.

Between 2013 and 2017, 36 babies died before reaching their first birthday in the 46281 ZIP code, a portion of Indy stretching directly southeast from the Indiana State Fairgrounds to just north of the hospital.

That area manages to stand out in a state known for high infant mortality rates: It had Indiana's fifth-highest, at 14.5 deaths per 1,000 births, and the highest in Indianapolis.
