Bars have drive up windows for cocktails and such. Liquor stores have drive up windows. No open container while driving laws. And this is in every town, not Bourbon Street. Bourbon Street is a different level. 6AM bars shut down for an hour to clean. Patrons take their drinks and crowd the street until the bars reopen.
