Called my ELLIS county election office yesterday for mail in ballots [View all]

for my mom & myself just like I've done in prior years and they've always mailed them to us. This year
they're mailing me a form to fill out to prove I'm a citizen which I need to mail back to them.

Is this a new State wide procedure or just my red county making it harder to vote?
