16 shot during Sunday outing in New Orleans park [View all]

Headlines this morning include this one: 16 people were wounded when factions in a New Orleans neighborhood park started shooting at each other Sunday night.

I confess I checked the headline quickly this morning because of curiosity about the roots of a mass shooting. It was an exceptionally bloody but familiar story, according to the Time Picayune:
