snails pace with its medical cannabis program. They've had four fucking years to get this thing going, and still it's start is nowhere in sight. Truly pathetic!! I'm not saying having a Republican anti cannabis governor in office had anything to do with this, it might not. Still, this law was enacted in early 2014 and Hogan was elected in November that year. Just sayin.
