but appear to think hogan's doing a decent job. One clear issue where he appears to have failed: Maryland voters encounter range of delays, problems at polls in primary election.

I live in MD, and note the state govt is very DEM/Liberal. As to Federal workforce, we don't expect it to be taken down.
