Personally, while police reform is needed, the ballot question is way too vague and undefined. So you quit calling them police and start calling the "public safety". WTF does that do if you still have the same racist cops on the streets?

The proposal should have been to combine police, fire and paramedics, cross train everyone, then rotate one twelfth of the force between branches every other month on two year cycles. IOW, you hire a public safety officer and they do police work for two years, fire for two years, paramedic for two years. This way, they see people as humans and not as perps to be busted.

But what do I know?
