The schools are underfunded, and the electorate doesn't vote in midterm elections. Next month, the Governor has proclaimed Confederate History month. The lead in the water is high in its Capitol city, and the infrastructure is embarrassing.

All this with a population that is 40% DEM.

One shouldn't wonder why Repuke legislators are a bit smug.
