lot of states have this issue on not just booze, but licensing of their vehicles (we see this in MO (vs. Illinois license plates)) where lots of MO residents who actually live in MO have Illinois license plates on their cars to avoid paying the MO personal property tax on their vehicles. I see them all of the time going up and down the streets here in St. Louis City MO.
