In many (if not most or all) states, presidential appointments at public universities are largely out of the universities' hands. The presidents are appointed by a body that governs some or all public universities in the state. In mine (Midwestern state with a 4-letter vowel-dominated name, but not Ohio), that would be the Board of Regents.

Ideally, these appointments are made in consultation with a search committee derived from the university. But in recent years, we've seen these committees ignored. At my own institution about 10 years ago, the president chosen by the Board of Regents was considered unqualified by many on the search committee.

Full disclosure, I don't know how it works in Ohio - but if it's like other states, the facial slap isn't being delivered by Youngstown State.
