But here's my line of reasoning: restricting the number of new dwellings to an arbitrary number will result in those dwellings being up-scale/high value, which will preclude the working poor from being able to afford housing in the controlled neighborhoods. Replacing single-family houses with multi-family structures should alleviate that somewhat.
