I guess the gov doesn't know that the Chesapeake Bay is the mouth of the Susquehanna River, which is a tourism draw for Pennsylvania. Anyway, the biggest benefit of clean water is the people and wildlife which actually live in the watersheds. PA gets a lot of $ from hunting and fishing in the Susquehanna watershed. Really short sighted statement.
