if they planned to vote in 2020. 94% said "certain to vote". Then they were asked if they'd voted in 2016, 91% said they had and 9% said they had not. Those reponses indicate to me that there are 2016 non-voters who plan to vote this year. None of the respondents think they won't vote at all and only 1% aren't entirely sure.
